JOB DESCRIPTION
    Classification: Financial Specialist
    DBM: B22

    To provide advanced support to library system and its affiliated library system foundation regarding fiscal activities, financial controls, policies and procedures. Maintains proper internal controls and accounting procedures. Handles collections, payments, agency contracts and agreements. Responsible for statistical collection and reporting for the library system.

RESPONSIBILITIES
  • 1.Manages the library systems and library system foundations financial functions including creation of financial transactions and reports, authorizing and issuing purchase orders and tax exemption forms, and creating federal and state reports to maintain each organizations tax status.
  • 2. Supports the system’s independent auditor with the preparation of year-end financial statements and annual audit reports.
  • 3. Advises the Director of fiscal problems and account statuses.
  • 4. Creates, maintains and compiles statistical reports documenting the library system’s activities.
  • 5. In the absence of the Administrative Assistant, performs receptionist functions, such as answering the phone, greeting visitors, posting mail, running notices, etc.
  • 6. Attends meetings, seminars as required.
  • 7. Performs other duties as required.
QUALIFICATIONS
  • Associates Degree or equivalent working experience in modified accrual accounting with an emphasis on government and non-profit accounting.
  • 3-5 years experience in a business/accounting position that includes bookkeeping, budget preparation and fund accounting. Public library experience preferred.
  • Must have FBI Criminal History, PA Child Abuse, and PA State Police Criminal history clearances that qualify the individual for employment (as outlined in the library system’s Employee Criminal and Child Abuse Background Checks policy.
