JOB DESCRIPTION

Provides administrative support to the Commissioner. Coordinates projects and work assignments to maximize the efficiency of departmental staff, achieve immediate goals and expedite completion of overall departmental objectives and deadlines. Assists in synchronizing operations of six separate divisions through respective division heads. Coordinates with other departments within the City, researching various federal, state and city laws, rules, and regulations. Responds to citizens' problems/complaints on behalf of the Commissioner and resolves residents' problems whenever possible. Oversees public space permitted usage programs. Assists in the preparation of the department budget.

RESPONSIBILITIES

  • Performs and prioritizes administrative functions on behalf of the Commissioner. Maintains departmental tracking records for personnel evaluations, attendance, uniforms, and other department-wide issues. Drafts correspondence and maintains correspondence file including communication with intra/inter department personnel, elected officials, outside agencies and the public.
  • Works with Business Manager to ensure office administrative activities, including budget preparation, accounts payable and payroll are completed in an accurate and efficient manner.
  • Coordinates and directs the resolution of problems and concerns directed to the Department of Public Works in conjunction with Customer Service operations or makes referrals for additional assistance. Serves as a back-up customer service representative on an as-needed basis.
  • Effectively communicates Department of Public Works’ policies and procedures to residents and other parties and follows up, in a timely manner, on all issues. Manages department website and oversees social media and other forms of public outreach for Department of Public Works.
  • Coordinates and directs the confidential personnel and legal matters of the Commissioner.
  • Organizes and directs the processing of departmental grievances and arbitration submissions.
  • Monitors the progress of projects and action items assigned by the Commissioner to supervisory staff and reports status back to the Commissioner.
  • Processes special event permits for races, walks, gatherings, and the display of banners. Ensures that proper liability insurance has been obtained when necessary. Coordinates street closings with Police Department, Fire Department, other departments, and other interested parties.
  • Manages the vendor box program, including assignment and assessment of location sites as well as payment to the City. Responsible for permitting temporary signage on public streets & sidewalks. Responds to, investigates, and initiates corrective action for encroachment on public streets & sidewalks issues.
  • Schedules various department, committee, and commission meetings. Prepares agendas, distributes meeting minutes.
  • Follows and adheres to department, City and other government rules, regulations, policies, and procedures.
  • Assists in winter storm operations at City storm center as part of 24-hour/day-rotation roster.
  • Attends and participates in staff and other meetings and workshops.
  • Performs other related duties as required and directed.
QUALIFICATIONS

  • Bachelor's Degree and three to five years of related experience and/or training. Knowledge of administrative office procedures and the operation of office equipment such as personal computers and computer software, word processing and spreadsheet applications. Municipal experience is desirable, or any equivalent combination of education and experience. A strong commitment to public service required.
